Bernard Triomphe (CIRAD, France) conducted a study to design a set of generic impact assessment guidelines for Local Innovation Support Funds/Facilities (LISFs) to be used / adapted by all Prolinnova Country Platforms (CPs) engaged in the Farmer Access to Innovation Resources (FAIR) project. The guidelines were developed, adapted and field tested together with two CPs: in Cambodia (May–June 2009) and in Ethiopia (December 2009).
These guidelines for assessing the relevance of the LISFs and the activities they support look at four elements:
- The extent to which LISF support has led to development of improved practices
and systems of NRM; - The extent to which these practices and systems have spread among farmers/
pastoralists and their impact on local livelihoods; - The change in capacities/capabilities of farmers and other land-users to access
relevant information and to develop technical and socio-organisational innovations; - The change in openness and interest of agricultural research &development agencies to support and work with local innovators and their groups.
The 38-page guidelines made available in early 2010 can be found here.
